Freight services include the loading on board or unloading of goods from carriers if contracts between owners of goods and carriers require that the latter provide that service. When such a service is performed at the customs frontier of the country from which goods are exported, the loading charge is classified as freight if the service is provided by, or for the account of, the carrier; otherwise, the service is classified as part of goods.
