Testing and standardisation refers to the maintenance of national standards, the calibration of secondary standards and routine testing and analysis of materials, components, products, processes, soils, atmosphere, etc. Testing and standardisation should be excluded from R&D except where carried out solely or primarily for the purposes of an R&D project.
