European System of Accounts (ESA)
Goods and services acquired by a household and used to satisfy the needs and wants of members of that household. Individual goods and services have the following characteristics:
a) It must be possible to observe and record the acquisition of the good or services by an individual household or member thereof and also the time at which it took place;
b) the household must have agreed to the provision of the good or service and take whatever action is necessary to make it possible, for example by attending a school or clinic;
c) the good or service must be such that its acquisition by one household or person, or possibly by a small, restricted group of persons, precludes its acquisition by other households or persons (ESA 2010, ESA 1995).
