External debt - IMF

The Arrangement (sometimes known as the Consensus) is a gentleman’s agreement governing the provision of officially supported export credits with a credit period of two years or more. It is negotiated by an international body called the Participants to the Arrangement on Guidelines for Officially Supported Export Credits, which meets in Paris under the auspices, and with the administrative support, of the Secretariat of the OECD. 

The Participants are Australia, Canada, the European Union (including all the Member States), Japan, Korea, New Zealand, Norway, Switzerland, and the United States. Additionally, there are three Observers: the Czech Republic, Hungary, and Poland.
